Ami Moore, a respected member of the body, says that the proposal will increase the sense of responsibility among the dog owners, and reduce the dog bite instances in daily life. NICE is the first canine organization that promotes such a test. NICE is willing to provide assistance to any of the bodies that intend to offer such a test. According to Ami Moore, dogs must be reliable off leash to ensure the protection of public safety at every level.<span style="mso-spacerun: yes;">  </span></span></span></span></p>

<p class="MsoNormal" style="margin: 0in 0in 0pt;"><span style="mso-bidi-font-size: 12.0pt;"><span style="font-size: small;"><span style="font-family: Times New Roman;">The proposal by NICE is based on the premise that a majority of dog bite instances occur when the dog is off leash whereas the dogs should be reliable in such situations also. Even in the current situation there are dog owners who enjoy their dogs being off leash. These instances are, however, outside the purview of the urban laws. Ami Moore says that it&#8217;s not that NICE favors only its own proposal, as it supports any proposal or program that encourages responsibility among the dog owners.<span style="mso-spacerun: yes;">  </span></span></span></span></p>

<p class="MsoNormal" style="margin: 0in 0in 0pt;"><span style="mso-bidi-font-size: 12.0pt;"><span style="font-size: small;"><span style="font-family: Times New Roman;">The test is proposed by Ami Moore, Director of NICE,  who recommends that all the dogs and owners should undergo certification to make sure that dogs can be walked off leash in the urban environment and that they should be re-certified after every five years. The re-certification process should however be free of charge for the dog owners. </span></span></span></p>

<p class="MsoNormal" style="margin: 0in 0in 0pt;"><span style="mso-bidi-font-size: 12.0pt;"><span style="font-size: small;"><span style="font-family: Times New Roman;">The test would consist of two parts that should be administered to all the licensed dogs as well as the handler of the dog as designated by the owner. The first part should ensure that the dog obeys the basic commands such as sit, stay and down. The second test should successfully show that the dog can roam around with its handler without any negative reaction towards the common city distractions. </span></span></span></p>

<p class="MsoNormal" style="margin: 0in 0in 0pt;"><span style="mso-bidi-font-size: 12.0pt;"><span style="font-size: small;"><span style="font-family: Times New Roman;">The purpose here is to identify and encourage dogs and their owners who can be treated as safe and well mannered member of the entire community. The only way to get through these tests is to take the off leash test in which the dog should not exhibit any negative reaction. </span></span></span></p>
